Is Russia really behind the United States and it's cyberattacks?

According to CNN sources, the United States government is blaming Russia for its most recent cyber attack. Per stated here, "The White House lambasted Russia in a statement Thursday for "the most destructive and costly cyber-attack in history" and said it "will be met with international consequences."" However, is this another cover up of an armature hacker breaking into the government's interface? We know about leaks from the NSA by Edward Snowden, and how the United States conceals much information, could they be doing the same here, only to protect themselves? That is exactly what they are doing here. (Fake news example)
